The second wave of warehouse robotics in Europe is about people, not throughput.
Storage density was the first argument. The operators buying now are buying against a labour market that no longer supplies night shift pickers.

European warehouse automation had a straightforward first act. Grid storage systems, pioneered in Norway and deployed across the continent, sold on cubic metres and picks per hour.
The second act is being sold differently. In conversations with logistics operators in the Netherlands, Germany and the Nordics, the primary justification has shifted from throughput to staffing certainty.
The labour arithmetic
The relevant number is not the wage. It is the reliability of filling a night shift in a regional distribution centre, which in several European labour markets has moved from difficult to structurally unavailable.
An automation business case built on wage substitution is vulnerable to wage movement. One built on the ability to run a shift at all is not.
What changed technically
Three things. Piece picking of mixed goods, long the failure point, now works acceptably for a meaningful share of grocery and general merchandise assortments. Fleet software has matured to where mixed vendor deployments are practical. And lease and robotics-as-a-service structures moved the purchase out of capital budgets.
The third change is underrated. It converted a board decision into an operational one.
Where it still fails
Variable packaging remains the persistent weakness. Any assortment with a long tail of irregular or deformable items still degrades performance, and vendors demonstrating on clean cases are demonstrating the easy half.
The other failure mode is organisational. Sites that automated picking without redesigning inbound handling simply moved the bottleneck one step upstream and then measured the wrong thing.
The European specificity
Works councils and co-determination structures in Germany and the Nordics slow deployment and improve it. The operators who negotiated the shift pattern changes before installing the equipment reported shorter ramp times than those who did it in the other order.
