The Nordic grid connection queue is now the binding constraint on European industrial decarbonisation.

Green steel, battery plants, hydrogen and data centres are all competing for the same transmission capacity in the same northern regions, and the queue is years long.

The story European industrial policy tells about the north is one of abundance. Hydro, wind, cold climate, low carbon intensity, and a consequent case for locating energy intensive industry there.

The story grid operators tell is about a queue.

What is competing

Four categories of load are chasing the same northern connections. Electrified steel and metals processing. Battery and materials manufacturing. Hydrogen production, itself mostly serving the first two. And data centres, which arrive with shorter lead times and stronger balance sheets than any of the others.

The fourth category is the one that changed the dynamic. A data centre developer can commit to a connection faster than an industrial project that depends on offtake agreements not yet signed.

Why the queue does not clear

Transmission takes a decade from decision to energisation, and most of that decade is permitting and consultation rather than construction.

Meanwhile, connection queues in several European systems allow speculative applications to hold a position without a firm commitment, so the queue length overstates real demand while still blocking real projects.

The reforms being tried

Three approaches are live. Queue reform that requires financial commitment to hold a position, which clears speculative applications. Flexible connection agreements, where a customer accepts curtailment in exchange for earlier access. And anticipatory investment, where the operator builds ahead of confirmed demand and socialises the risk.

The second is doing the most work in the near term. Many industrial loads can tolerate occasional curtailment far better than they can tolerate waiting six years.

What it means for siting decisions

For a company choosing a European location, the useful question is no longer where the clean power is. It is where the connection is available, on what date, and under what firmness.

Several projects announced for northern locations have quietly relocated on exactly that basis, and the relocations tell you more about European industrial geography than the announcements did.
