Europe's heat pump transition is limited by installers, not by heat pumps.

Manufacturing capacity has scaled. Subsidy schemes exist. The constraint is a skilled trade workforce that cannot be conjured by policy on the timescale the targets assume.

The Nordic countries largely completed their residential heat pump transition years ago, and the rest of Europe has been trying to compress the same change into a much shorter period.

The equipment is available. The subsidies, in most member states, exist. The installation workforce does not.

The arithmetic

A competent installation involves heat loss calculation, emitter sizing, hydraulic design and commissioning. Done poorly, the system runs inefficiently, the household's bills rise, and the anecdote circulates.

Training a heating engineer to do this well takes years, and the existing workforce is older than the trade average across most of western Europe.

What the successful programmes did

Three things distinguish the schemes that hit installation targets from those that did not.

They funded training with the same seriousness as equipment subsidy, and they funded it earlier, so capacity existed when demand arrived.

They set a quality standard with teeth, because a wave of poor installations damages the market for years and no subsidy repairs the reputation.

And they kept the subsidy stable. Installers invest in training when they believe demand will persist, and stop-start schemes teach them the opposite.

The Nordic precedent, honestly read

Nordic adoption is often cited as proof the technology works in cold climates, which it does. The transition there happened over decades, alongside electricity prices that favoured it and a building stock that suited it.

The transferable lesson is not the timeline. It is that the installer base grew in step with demand rather than behind it.

Where this goes

Targets across several member states assume installation rates that current workforce numbers cannot deliver, and the gap is widening rather than closing. The policy that would change this is unglamorous: apprenticeships, funded properly, several years before they are needed.
