Evidence: Analysis

The period when Europe had no independent heavy launch capability was short, genuinely damaging, and is over. Institutional missions fly on European vehicles again.

What has not materialised on the promised timeline is the second half of the plan: a competitive layer of small and medium European launch providers.

Why the small launchers are late

The engineering is hard and the money is structured badly for it. A launch company needs patient capital across multiple failures, and European venture funding is not configured to supply capital across a decade of hardware development with public failures along the way.

The companies furthest along in Germany, Spain and the United Kingdom have all taken longer and cost more than their original plans, which is normal for launch and still fatal for several of them.

The Nordic spaceport question

Andøya in Norway and Esrange in Sweden give continental Europe genuine northern launch sites suited to polar and sun synchronous orbits, which is where most Earth observation and small satellite demand sits.

The sites exist. The vehicles to fly from them regularly do not yet, and a spaceport without a cadence is an expensive facility waiting for a customer.

What would change the picture

Anchor demand. The single most effective policy instrument available to European institutions is a committed multi-year purchase of launch services from small providers, priced to allow a margin.

This is how the American small launch market was seeded, and the European equivalent has been discussed more than it has been signed.

The realistic assessment

Europe will retain sovereign heavy launch. Whether it has a genuine commercial launch industry in five years depends less on engineering than on whether two or three companies survive the funding valley they are currently crossing.
