Western industrial policy has funded extraction while refining capacity stayed concentrated in a handful of countries. The gap is measured in years, not quarters.

Battery and magnet supply chains are routinely described in terms of where minerals are dug up. That framing misleads, because the processing step is both more concentrated and harder to replicate.

Separating rare earth elements, or refining lithium to battery grade, is chemically demanding, environmentally sensitive and capital intensive. It is also a business with thin margins that depends on long-term offtake agreements nobody wants to sign at above market prices.

Why the gap persists

Three reasons recur in interviews. Permitting timelines for chemical plants exceed those for mines in most Western jurisdictions. Technical staff with separation experience are scarce outside the incumbent producers. And the price signal is unreliable, because incumbents can and do move prices during the period a new entrant needs to reach stable operation.

What policy has tried

Direct subsidy, price floors, and strategic stockpiles. Price floors have the strongest theoretical case because they address the specific failure, which is investor exposure to a deliberate price cycle during ramp up.

The realistic timeline

A new separation facility announced today reaches meaningful output towards the end of the decade. Anyone promising faster is describing a pilot line or relabelling imported intermediate product.

What to track

Not announcements. Permits issued, offtake agreements signed with credible counterparties, and tonnes of finished product shipped. The third number is the only one that has ever mattered.
